Latest-generation Pandur Evo moves into production for Austrian Army

General Dynamics European Land Systems - Steyr (GDELS - Steyr) is now in full scale production of its latest-generation Pandur 6×6 armoured personnel carrier (APC) for the Austrian Army.

Late in 2016 the Austrian Army placed a new contract for the Pandur that covers 34 units to a newbuild standard, with production undertaken at the firm's Vienna facility under "a very demanding delivery schedule", the company said. Five vehicles are to be delivered in 2018, 21 in 2019, and the final 8 in 2020.

Key Austrian Army requirements include a high level of mine and ballistic protection, an electronic architecture (EA), and a roll-on/roll-off capability from a Lockheed Martin C-130 Hercules transport aircraft. The vehicle is officially called Pandur Evo.

The new hull design is of all welded steel armour. Protection levels are classified but it has been tested against small-arms fire, mines, and improvised explosive devices (IED). Additional survivability features include an applique passive armour package, decoupled floor, blast attenuating seats, and a fire/explosion detection suppression system.

The overall layout is similar to earlier vehicles with the driver front left, diesel power pack to the right, and a troop compartment extending to the rear. The latter is slightly raised to provide increased headroom and more internal volume, with stowage racks mounted on the roof to the immediate rear of the roof hatches. The crew consists of a commander, gunner, and driver; eight dismounts can sit in the rear (five on the left and three on the right) facing inwards. Troops can rapidly egress via a hydraulically operated ramp in the rear.

The new power pack consists of an 8.9 litre diesel developing 455hp, coupled to a 6-speed automatic transmission, two stage transfer box selectable on the move with 100% lockable differentials. This gives a maximum speed of 105 km/h, operating range up to 650 km, and a power-to-weight ratio of around 25hp/tonne.

Austrian Armed Forces open the tunnel view: layer in the shaft for terrorists

Comprehensive national defense includes the struggle for critical infrastructure. These include mines without a doubt. However, freeway, road or subway tunnels can also be environments in which military opponents have to be fought. The Austrian Armed Forces recently carried out extensive evaluations of how to ensure that any attackers in the shaft have a shift in the shaft as quickly as possible: For five weeks, a combat group in company strength on the Styrian Erzberg in the tunnel training area "Center on the Mountain" trained the fight underground.



The whole thing happened within the framework of the military research project "NIKE" (sustainable interdisciplinarity in complex operations underground). The armed forces' ability to fight underground is to be further developed. The responsible project group under Colonel Peter H. coordinates the research and development work. Military and civilian experts from the Montan University, specialists with Montanist know-how from the militia and experienced representatives of the various blue light organizations work together. "We are developing the urgently required ability to fight underground," said Colonel H. "The 'Center on the Mountain' at the Montan University provides us with a perfect infrastructure for training, applied research and development."

 Combat group in company strength

The company-strong training force consisted of around 100 soldiers. It included professional soldiers from the Jäger Battalion 18, a pioneer and ordnance defense platoon as well as specialists from the NBC Defense Force.


The research, development and training center of the Montanuniversität Leoben offered a challenging training ground for underground collaboration: four kilometers of facilities were available. As part of the exercises, tactics, adjustments including night vision technology and heavy breathing protection as well as other resources such as sniffer dogs or special equipment such as speleologist leaders were evaluated. The highlight of the five-week test block was the interaction of all units in a realistic underground application scenario.

First findings

At the end of the exercise, the Federal Army drew a positive conclusion. Considerable experience has been gained, particularly with regard to fighting in toxic underground systems. In addition, for the first time during the exercise, an Ulan armored personnel carrier was tested in a road and rail tunnel. The tracked vehicle proved to be effective protection and support for the soldiers in order to act against military attackers.

"With the completion of this research section, we gained very important knowledge," said Colonel H. "These are now being analyzed in detail and should be available for further testing and training regulations. After all, this is about dealing with a complex threat to our fellow citizens - and with the greatest possible protection for our soldiers. We have made a big step in developing capabilities in underground military combat under complex conditions. ”

The Austrian military is aiming to provide its troops with an upgrade for its Ulan IFV and Leopard 2A4 MBT that will seek to improve the service life of both vehicles by 15 years.
Overall the program will cost 561M euros, with the Ulan itself taking a 370M euro slice as the entire fleet will be put under this program with GDELS-Steyr being the one that shall provide the life extension services.

Austria under the ESSI program is looking at procuring a total of 4 IRIS-T SL and 4 IRIS-T SLM batteries, which will give the Austrian Army a total of 24 new launchers and plug a major gap in Austrian defense.
A memorandum of understanding is expected to be signed withing the coming weeks and the contract will hopefully be signed November when the next ESSI meeting takes place

Austria has signed a deal with Rheinmetall for the modernization of its Skyguard air defense guns, in a contract worth 532 million euros
The project will last 48 months, starting from February next year and will include AHEAD 35mm ammunition

Austrian Ministry of Defense orders 225 PANDUR EVO from General Dynamics European Land Systems - Steyr

General Dynamics European Land Systems - Steyr (GDELS) will deliver an additional 225 PANDUR 6x6 EVO wheeled armored vehicles to the Austrian Armed Forces. Today, a corresponding contract was signed in the presence of Federal Chancellor Karl Nehammer and Minister of Defense Klaudia Tanner. In addition to the delivery of state-of-the-art personnel carriers and the flexible conversion kits for medical, command & control and anti-tank missions, the order includes eight new vehicle variants to be introduced to the Austrian Armed Forces. The PANDUR 6x6 EVO vehicle family will thus be complemented by a 120 mm mortar combat system, as well as mobile air defense and electronic warfare variants. The procurement is part of Austria’s “Development Plan 2032”, aiming at the comprehensive modernization of the Armed Forces.

With these additional vehicles, the Austrian Army’s medium infantry forces will experience a significant increase in mobility, protection, and effectiveness. “The procurement of 225 additional Pandur Evolution in different variants is the largest acquisition by the Austrian Army in 20 years. With an investment volume of 1.8 billion euro, we are not only investing in the security of Austria, but moreover in Austria as a business location. With 70% value creation in Austria the domestic Pandur production secures and creates jobs at over 220 companies.”, says Defense Minister Klaudia Tanner.

100 PANDUR EVO are already under contract, of which the third batch is currently in production and delivery. The production of the fourth batch that has now been commissioned will follow seamlessly and will enable further investments and new highly qualified jobs at the production site in Vienna. “Since the acquisition of the first batch in 2016, we have persistently been creating and fortifying high added-value for Austria by including more than 200 Austrian subcontractors. The new fourth batch of 225 PANDUR EVO further contributes to the protected mobility of the Austrian Armed Forces and allows us and our suppliers to hire additional skilled labor and to further invest in our industrial facilities in Austria,” says the managing director of GDELS-Steyr, Martin Reischer. GDELS President Antonio Bueno adds: “Today’s procurement decision marks an extraordinary milestone in the history of our PANDUR and underlines the globally unique performance and multi-role capability of this wheeled armored vehicle family. Since the very beginning, Austria has been one of GDELS’ home countries. Consequently, we are fully dedicated and proud to continuing our proven, trusted partnership by providing the Austrian Armed Forces with enhanced military mobility, while at the same time contributing to sustainable macroeconomic added-value together with our many industry partners.”

The compact, high-performance PANDUR EVO 6x6 is built at GDELS’ Steyr facility in Vienna Simmering, the national center of excellence for wheeled and tracked protected military mobility. Preceding versions of the PANDUR EVO have been in service with the Austrian Armed Forces since 1996. Around 850 PANDUR in 6x6 and 8x8 configurations are fielded worldwide today. Users include Belgium, the Czech Republic, Kuwait, Portugal, Slovenia, and the USA.
