The Republic of Korea Navy (RoKN) has received its second LST-II tank landing ship, according to a statement issued by South Korea's Defense Acquisition Program Administration (DAPA).

Named Cheonjabong (with pennant number 687), the vessel was delivered by shipbuilder Hyundai Heavy Industries (HHI) on 1 August, and is set to be operationally deployed later this year following four months of crew training.

Cheonjabong , which was built under a KRW136.4 billion (USD116 million) contract announced by DAPA in December 2013, was launched by HHI at its facilities in Ulsan two years later.

The RoKN is set to operate four ships of the class, which are being acquired under the next-generation landing ship project. HHI has also been selected to construct the third and fourth vessels.

The first of the class, Cheonwangbong , was built by another South Korean shipbuilder, Hanjin Heavy Industries, in Pusan and commissioned on 28 November 2014. It participated in its first amphibious exercise in June 2015 as part of a task force led by the landing platform dock Dokdo .

The third of the class, Ilchulbong , is expected to join the RoKN in February 2018.

According to specifications provided by DAPA, the 120 m-long Cheonjabong has a standard displacement of 4,500 tonnes and an overall beam of 19 m. The vessel has a crew of 130 and can carry up to 300 fully equipped soldiers, two tanks, eight amphibious assault vehicles and three landing craft.

It also features a flight deck that can take up to two helicopters, allowing for a simultaneous airborne and seaborne ship-to-shore transport capability.

Argentine destroyer hits jetty catches fire as she attempts to sail for international Exercise (July 2017)
Argentine destroyer La Argentina was damaged after ramming a jetty and catching fire after attempts to repair the damage. The collision resulted in a gash in La Argentina’s bow. She was quickly repaired but undergoing repairs, a fire broke out after an accident with welding equipment. Repairs were completed
ARA La Argentina is the second ship of the MEKO 360H2 series of four destroyers built for the Argentine Navy. The Argentine Navy struggles to meet maintenance and training requirements because of financial problems and import restrictions.
The Almirante Brown class are reported to be short of spares and suffering engine problems, plus all their ordnance is past its expiry date. As a result La Argentina suffered a major breakdown in 2012 and rarely goes to sea.
The problems don’t stop there, their submarine crews despite benefiting from a recent upgrade, need at least 190 days of immersion practice and only spent 19 hours submerged in 2015. A similar situation is faced by their four destroyers, they don’t have any weaponry.
Argentine ground forces rarely have the resources for training and are vastly under equipped, their kit dates back to the 70’s and is in very short supply.
In addition to this, the Argentine Air Force largely consists of a collection of obsolete aircraft mostly dating back to the 1970’s, which are frequently grounded due to poor serviceability.

Peruvian Navy decommissions ‘Almirante Grau’, picks frigate ‘Montero’ as new flagship

The Peruvian Navy decommissioned its long-time flagship B.A.P. Almirante Grau after 45 years of service during a ceremony on September 26.

B.A.P. Almirante Grau was replaced as fleet flagship by B.A.P. Montero, a Carvajal-class frigate built by Servicio Industrial de la Marina (SIMA) and commissioned into the navy in 1984.

On the occasion, B.A.P. Montero was renamed to B.A.P. Almirante Grau as flagships of the Peruvian Navy bear the name of famous Peruvian Admiral Miguel Grau Seminario.

During the ceremony, the Peruvian Navy flag was lowered for the last time from the previous B.A.P. Almirante Grau, a former Dutch Navy De Zeven Provinciën-class cruiser bought by Peru in 1973. Before starting service in the Peruvian Navy, B.A.P. Almirante Grau was known as HNLMS De Ruyter (C801) and was commissioned into the Dutch Navy in 1953.

The former B.A.P. Almirante Grau was also the world’s last gun cruiser in active service.

Citar

Indonesia delays decommissioning of Ahmad Yani-class frigates amid South China Sea obligations

Key Points
The Indonesian Navy has delayed the planned retirement of its ex-Royal Netherlands Navy frigates
Move to ensure that the service can fulfil operational requirements and deployment obligations, especially in the South China Sea
The Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut) has decided to postpone the retirement of its Ahmad Yani-class frigates amid operational requirements that necessitate continued service of the platforms for about one more year, the service has confirmed with Jane’s .

Citing a TNI-AL source from the service’s Western Fleet (KOARMABAR), Jane’s reported in February 2016 that the country will start to retire the first of its six Ahmad Yani-class frigates in 2017. This decision was made at the 2016 iteration of an annual naval technical and logistics work plan meeting, and the intention then was to retire the class at a rate of one ship a year from 2017 to 2022.

However, given current progress of the Martadinata (SIGMA 10514)-class’ induction, and ongoing service obligations, this schedule has since been delayed by about one more year to ensure that there are no operational gaps in the fleet’s deployment capacity especially in the Natuna Sea where there is now an increasing number of unregulated fishing cases, said the TNI-AL.

Indonesia commissioned its first Martadinata-class frigate, KRI Raden Eddy Martadinata (331), in April 2017. The second-of-class, which will be known as KRI IGusti Ngurah Rai with pennant number 332 once it is in service, was launched by state-owned shipbuilder PT PAL in September 2016. The country is expected to acquire follow-on ships in this class, but a formal procurement process for this has yet to begin.

The TNI-AL’s Ahmad Yani-class ships were formerly in service with the Royal Netherlands Navy (RNLN) as the Van Speijk class. After being in service for about 20 years, the ships were transferred to Indonesia between 1986 and 1989.

President Trump has recently set out plans to build a 350 ship fleet, should vessels similar to the Queen Elizabeth class be part of that?

I propose that the United States government seriously look at consulting with its ally Great Britain in jointly producing the Queen Elizabeth class aircraft carrier. Why? Britain has the technology to build conventional aircraft carriers which are not nuclear powered, and the Queen Elizabeth–class would be able to increase the US aircraft carrier inventory and amphibious capability. There is a debate as to whether the US Navy should build smaller aircraft carriers.

The current Gerald Ford-class Supercarriers are expensive pieces of real estate. The programme has cost $36.30 billion with each ship costing over $10 billion dollars a year. While the Queen Elizabeth-class programme built by the Aircraft Carrier Alliance cost a total of £6.2 billion for both vessels with HMS Queen Elizabeth already in commission, and HMS Prince of Wales will be in commission from 2020 onwards.

This is not to say these are what you would consider ‘smaller’ aircraft carriers by any stretch of the imagination. Quite the opposite. They are formidable pieces of real estate which has global power projection abilities and are ‘supercarriers’ in their own right. However, unlike the Gerald Ford-class, these are not nuclear powered, but conventionally powered ships.

I believe this is a cost-effective alternative, which would be seen to be attractive to United States Senators, US Defence Officials at the Pentagon, US Strategic Planners, and International Relations experts specifically those interested in American military Grand Strategy, and also the Trump administration itself. To be working with one of their closest allies in this military build-up, they have the cash and we have the technology. It would be a partnership of equals.

It is interesting when looking at the size of the aircraft carriers that HMS Queen Elizabeth with its displacement of over 70,000 tons, and the ability to have a full carrier wing of up to 40 aircraft with a full load of 50 aircraft if deemed necessary. This would be suited to the requirements of the US Navy and also US Marine Corps with their F-35 Joint Strike Fighters.

In 2004 Admiral Sir Alan West gave evidence to Westminster highlighted the compatibility of the future Queen Elizabeth design in this statement he gave.

“I have talked with the CNO (Chief of Naval Operations) in America. He is very keen for us to get these because he sees us slotting in with his carrier groups. For example, in Afghanistan last year they had to call on the French to bail them out with their carrier. He really wants us to have these, but he wants us to have same sort of clout as one of their carriers, which is this figure at 36. He would find that very useful, and really we would mix and match with that.”

— Admiral Sir Alan West, evidence to the Select Committee on Defence, 24 November 2004.

On the American side, the debate raged across the Atlantic with the Secretary of Defence Robert Gates positing “Does America need 11 plus supercarriers when our competitors do not even need one?”

This question I believe was an attempt to rationalise the need for these large vessels. As America is a global military superpower, it is only appropriate that the US Navy has the equipment needed to perform global operations. However, I would question the logic that this necessarily has to be done with a carrier like the Gerald R Ford class. The fact the US Marine Corps will be operating on HMS Queen Elizabeth enhances the profile of the ship, and its adaptability to US systems and requirements.

The fact that operationally during the War in Afghanistan the United States had to get the French to aid with their carrier capabilities to make up for the shortfall, means that there is already a perception that the Americans may need to rely on us in the future with our QE-class carrier. More recently, the Ministry of Defence confirmed plans for the deployment of American F-35 aircraft alongside British jets aboard HMS Queen Elizabeth which means there will be further collaboration between the two allies. However, I believe this collaboration could go one step further in both the acquisition and building of a new Queen Elizabeth class ship.

It is also worth noting that the backbone of the US Navy supercarriers are the Nimitz class aircraft carriers, with the first ship USS Nimitz was commissioned in 1975, with the displacement of 100,000 tons. While this class have proved an endurance with conflicts ranging from the First Gulf War in 1990 – 1991, to the Afghanistan War in 2001, and the Wars in Iraq from 2003 onwards, and the recent military interventions against ISIS, this has proved a formidable platform, but an aging one, in need of replacement. I have a doubt whether the United States is able to replenish its stock of supercarriers with the expensive Gerald Ford class when the unit cost is over £10 billion dollars for each vessel.

I predict the possibility of a capability deficit during the 2020s, while the United States is retiring old supercarriers and adopting the expensive Gerald Ford-class it may not have the ships in total to carry out functions. One way to ameliorate this is to complete the purchase of the QE-class. A ship of the 21st century with an operational lifespan of 50 years.

While some Americans may feel that their nation will lose credibility, if it purchases a ship abroad, there are compromises. Firstly, the QE-class ship is modular in its architecture, meaning that there could potentially be a partnership between the United States and Great Britain to produce another ship of this class.

Plus, the Americans may want to change the specifications of this ship, its architecture, and also change the specifications for their needs. There are a range of possibilities in this partnership which would secure both British and American jobs.

In conclusion, this is a worthy proposition if a little unrealistic due to the politics behind it.
