Portuguese Navy warships were offered to the Philippine Navy and other countries, MaxDefense Philippines said in its social networking page today. These warships, according to Max Defense, are under the Joao Coutinho and Baptista de Andrade classes of corvettes.

MaxDefense added that Philippine Navy inspectors who participated in Joint Visual Inspection (JVI) recommended to Navy headquarters to acquire warships in the Joao Coutinho-class.

“The ships were found to be in very good condition, with the Joao Coutinho-class in better condition than the Baptista de Andrade-class despite being older, and is even better than the Del Pilar-class frigates obtained from the US,” MaxDefense added.

The recommendation, an initial order of one or two Joao Coutinho-class corvettes with the goal of acquiring at least three units, will be forwarded to Department of National Defense for processing and approval.

A total of six Joao Coutinho-class corvettes entered the Portuguese Navy from 1970 to 1971, and were decommissioned last year.

MaxDefense said these warships seems to be filling the gap while the Navy’s Multi-Purpose Patrol Vessel (MPPV) project is in progress. This MPPV project aims to acquire 6 to 9 warships to replace the Navy’s World War 2-era warships.

“To those claiming that this is a false report, better check your sources again. MaxDefense won’t be posting this if there is no such project. Do not underestimate our sources,” MaxDefense noted.

MaxDefense Philippines, is being managed by Max Montero, an Australia-based defense analyst and a former naval reservist officer in the Philippine Navy. A social networking page and site are being maintained at Facebook.com/Maxdefense and MaxDefense.blogspot.com, respectively.

Bulgaria set to issue RFP for two patrol ships

The Bulgarian Navy has signaled its readiness to issue a Request for Proposal (RfP) for the procurement of two new patrol ships, but the government crisis and changes in the public procurement legislation in Bulgaria have delayed it so far.

The RfP was originally expected to be issued until the year-end, after the Council of Ministers and Parliament gave green light to the project in June 2016 and approved a BGN 820 million (€419 million) of funding. Now the Bulgarian Navy claimed that that the RfP could be issued in the first half of 2017.

Bulgarian Navy Capt Ivelin Kraev, head of plans and policy department at the Navy HQ, speaking at an AFCEA conference in Sofia on 12 December revealed some details about the project, which is set to become the main modernisation project for the Bulgarian naval service.

Kraev said that the two existing Pauk-class patrol corvettes have a useful life of no more than five years which makes the procurement of new patrol ships an urgent task. The delivery timeframe of the ships as required by the Bulgarian Navy is going to be missed due to the delayed RfP.

Outfitting the ships with mission equipment and weapons systems is slated to be undertaken in three phases. The first of these foresees the ships to be capable of surveillance, anti-submarine warfare and self-defence. To be able to do this, the ships will be armed with a 76mm main gun, CIWS, 3D radar, Link 11 datalink, hull-mounted sonar system and lightweight torpedoes. In addition they will also provide basing of one AS565MB Panther multi-role helicopter (already operated by the Bulgarian Navy).

Kraev added that phase two will add an electronic warfare (EW) system together with Link 16 datalink, SATCOM and a surface-to-air missile system.

Phase three will provide the definitive configuration, including a newly-added anti-ship missile system and towed array sonar, in order to convert the patrol ship into a fully combat-capable corvette able to deal with underwater, surface and air threats.

Kraev however was reluctant to provide any budget estimates for phases two and three while commenting that the government-approved funding for the patrol ship project is not able to cover the purchase and integration of the systems as foreseen in these two phases.

According to the Bulgarian Navy requirements, the two ships shall be built in a Bulgarian shipyard. So far, the main candidate to win the project is Varna-based MTG Delfin company, which has accumulated experience in building patrol ships under Ukrainian projects, sold out in Africa. The company is offering its K-90 project with displacement of about 1,700 tonnes (pictured above).

In May 2016, the company signed a cooperation agreement on the K-90 joint work with three highly-experienced European manufacturers of electronics systems and weapons - Thales Netherlands, Leonardo and DIEHL Defence.

Damen has also expressed a serious interest in the expected Bulgarian tender, offering the Sigma-class corvette, while DCNS is set to offer its Gowind project; both companies have already declared their readiness to cooperate with local shipyards in their proposals for participation in the expected patrol ship tender in Bulgaria.

Myanmar Navy commissions first corvette with reduced RCS

The Myanmar Navy (MN) commissioned several new vessels on 24 December, including UMS (Union of Myanmar Ship) Tabinshwehti with pennant number 773: the service's first guided-missile corvette featuring radar cross-section (RCS) reducing characteristics.


Launched in late November 2014, UMS Tabinshwehti is also the third guided-missile corvette to enter service with the MN. Unlike the two older 77 m guided missile corvettes, UMS Anawrahta (771) and UMS Bayintnaung (772), the recently commissioned corvette has a reduced-RCS superstructure with two masts and a helicopter hangar.

Weapons include one Oto Melara 76 mm gun in a stealthy cupola and two Chinese-made NG-18 gun systems for close-in defence. The ship also features a box launcher for six man-portable air defence systems (MANPADS) - presumably from North Korea.

Moreover, two sets of five-barrelled Chinese-origin RDC anti-submarine rocket launchers are mounted ahead of the main gun and what appear to be two sets of two box launchers for Chinese C-802-series anti-ship missiles are fitted amidships.

The commissioning ceremony, which took place on the MN's 69th anniversary, was attended by the commander-in-chief of the country's armed forces, Senior General Min Aung Hlaing, who noted that Myanmar is now capable of constructing missile corvettes to its own specifications from start to finish. "Building warships on a self-reliant basis saves money and provides benefits to Myanmar," he added.

The MN also displayed a locally developed unmanned surface vessel (USV) project using what appears to be a rigid-hull inflatable boat (RHIB) from French manufacturer Sillinger fitted with what appears to be a remotely operated machine gun.

Video footage of the demonstration suggests that the USV is controlled by two operators using a commercial-off-the-shelf-based control system with joystick controls and a line of sight radio control.

Other vessels commissioned on 24 December include a 77 m troop transport ship UMS Chindwin and six 29 m landing craft mechanised (LCM) vessels capable of carrying two armoured fighting vehicles.

O submarino recebeu o indicativo S41 e é o primeiro de quatro submarinos que o Egito receberá da Alemanha. Ele foi lançado em Kiel, Alemanha, em dezembro de 2015.

Oficiais também realizaram uma cerimônia de batismo para o segundo submarino S42 no mesmo dia. A cerimônia de batismo e a entrega foram completadas pelo Vice-Almirante Osama Rabie, Comandante da Marinha Egípcia.

A cerimônia contou com a presença de Markus Grübel, Secretário de Estado Parlamentar do Ministro Federal da Defesa, Vice-Almirante Rainer Brinkmann, Chefe de Gabinete Adjunto da Marinha Alemã, Kurt-Christoph von Knobelsdorff, Secretário Permanente Adjunto do Ministério da Economia, Transportes e Tecnologia do Estado de Schleswig-Holstein e altos representantes do Egito.

Lithuanian Navy Patrol Ship Sėlis (P15) Commissioned and Named at a Ceremony in Klaipėda

 On January 11 Patrol ship Sėlis (P15) Lithuania had bought from Denmark was commissioned and named at a ceremony in Klaipėda. All moored Naval Flotilla ships flew signal flags and Lithuanian Navy crews paraded on the flotilla square.

 Lithuanian Navy Chaplain blessed the ship and the crew according to a tradition. Representatives of Utena district council, partner LNS Sėlis crew since 2001 when patrol ship Sėlis (P32) was commissioned, unveiled the name plaque of LNS Sėlis (P15) and signed a symbolic act of blessing.

 Danish-built Flyvefisken-class patrol ship Sėlis (P15) replaces technically obsolete Sėlis (P32) which is planned to be written off.

 From now on the Patrol Ship Squadron of the Naval Flotilla consists of four Flyvefisken-class ships of the same type: Žemaitis (P11), Dzūkas (P12), Aukštaitis (P14), and Sėlis (P15). Multifunctional and modern ships of the same type will ensure efficiency of the implementation of tasks.

 The ceremony was attended by Minister of National Defence Raimundas Karoblis, Chief of Defence of Lithuania Lieutenant General Jonas Vytautas Žukas, Ambassador od Denmark in Lithuania HE Dan Eddie Frederiksen, commanders of services and units of the Lithuanian Armed Forces, foreign defence attachés in Lithuania, mayor of Utena district council Alvydas Katinas and a delegation.

Indonesia takes delivery of first SIGMA 10514 frigate

The Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut: TNI-AL) has taken delivery of its first SIGMA 10514 Perusak Kawal Rudal (PKR) guided-missile frigate.

The vessel, which will be the future KRI Raden Eddy Martadinata with pennant number 331, was handed over by state-owned shipbuilder PT PAL on 23 January at the company's premises in Surabaya.

The 105 m frigate, which is the first of two ships jointly constructed by Damen and PT PAL, completed its sea trials in September 2016.

The frigate features a standard displacement of approximately 2,400 tonnes and can accommodate a crew of 120. It can attain a top speed of 28 kt, a maximum range of 5,000 n miles at 14 kt, and a standard range of 4,000 n miles at 18 kt.

The platform has been equipped with core mission systems supplied by Thales Nederland, including the TACTICOS combat management system, SMART-S Mk 2 surveillance radar, and STIR 1.2 EO Mk 2 radar/electro-optical tracking system.

Raden Eddy Martadinata is expected to join the TNI-AL's Eastern Fleet once it is inducted into service.

The Saudi military held a media event on 5 February to welcome home the frigate Al-Madina (702) that was attacked off the coast of Yemen on 31 January.

"The warship has managed to reach Jiddah on schedule, without any delay due to the Houthi terrorist attack," the official Saudi Press Agency (SPA) reported.

On the same day, footage filmed from the frigate's flight deck was released to the Al-Arabiya television news channel and confirmed the vessel was attacked by a boat carrying explosives, not hit by a missile as claimed by pro-rebel media channels. The wake of the boat could be clearly seen as it approached the frigate's stern on the port side at speed, but the type of boat could not be identified from the footage.

The SPA reported on the day of the incident that the frigate was attacked by three suicide boats off the Yemeni port city of Al-Hudaydah, with one ramming the warship and exploding, killing two Saudi sailors and injuring another three.

Yemen's rebels, which include the pro-Iranian Ansar Allah (Houthi) group and military units loyal to former president Ali Abdullah Saleh, have previously launched anti-ship missiles at vessels in the Red Sea, but were not previously known to have carried out any suicide attacks on land or sea.

None of the Saudi media imagery of the event at King Faisal Naval Base, the home of the Royal Saudi Naval Forces' (RSNF's) Western Fleet, showed the part of the ship where it was hit. The SPA reported the ship's captain as saying its stern was slightly damaged.

Chief of the General Staff General Abd-al-Rahman bin Saleh al-Bunyan said that the incident had reconfirmed that Ansar Allah represents a threat to international shipping and the importance of standing up to it.

Dynamic Manta 2017, NATO’s annual anti-submarine warfare exercise, is set to start on Monday next week, off the coast of Sicily, Italy.

The two-week drill will gather ships and sailors from ten allied countries for ASW training in the central Mediterranean.

Submarines from France, Greece, Italy, Spain, Turkey and the United States, under the control of NATO Submarine Command (COMSUBNATO), will work with warships of France, Greece, England, Italy, Spain, Turkey and the United States.

Participating warships will be supported by 14 maritime patrol aircraft and helicopters from Canada, France, Germany, England, Italy, Norway, Spain, Turkey and the United States that will operate from Sigonella base and aboard ships.

In addition to deploying guided missile destroyer Luigi Durand De La Penne, AIP submarine Pietro Venuti and a NH90 frigate helicopter, Italy will provide logistical support through the Sicilian Maritime Command, the Augusta Naval Base and Sigonella Air Base.

Dynamic Manta aims to provide all participants with complex and challenging warfare training to enhance their interoperability and proficiency in anti-submarine and anti-surface warfare skills, with due regard to safety. During the exercise, an analysis team of ASW experts usually analyses anti-submarine warfare events real time and provides debriefs to ships, submarines and aircrews.
