Indonesia's first SIGMA 10514 frigate completes sea trials

Ridzwan Rahmat, Singapore - IHS Jane's Navy International
14 September 2016

Key Points

The most complex warship ever to be assembled in Indonesia has successfully completed its sea trials
The completion of trials can be seen as a validation of Indonesia's ability to assemble more sophisticated warships beyond small surface combatants and support ships

The first SIGMA 10514 Perusak Kawal Rudal (PKR) guided-missile frigate on order for the Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut, or TNI-AL) has completed sea trials and is on track to meet its delivery schedule, shipbuilder Damen announced on 13 September.

The vessel, which will be the future KRI Raden Eddy Martadinata with pennant number 331, is one of two SIGMA 10514 frigates being jointly constructed by Damen and Indonesian state-owned shipbuilder PT PAL.

Raden Eddy Martadinata first underwent seven days of basin trials at PT PAL's facilities in Surabaya to ensure that its propulsion and safety systems were fully operational prior to its shakedown cruise.

This was then followed by a passage from Surabaya to the Java Sea where the ship underwent sea trials that included tests of its weapon, radar, and sonar systems while underway, said Damen.

"The trials were successful with almost all the systems passing their assessments first time around", the company said, adding that certain parts of the ship, such as the accommodation, will still require minor modifications that will be undertaken towards the end of September 2016.

The 105 m platform features a standard displacement of approximately 2,400 tonnes, and can accommodate a crew of 120. The vessel has a top speed of 28 kt, a maximum range of 5,000 n miles at 14 kt, and a standard range of 4,000 n miles at 18 kt.

Raden Eddy Martadinata has been configured for anti-surface, anti-submarine, and anti-air missions with a suite of weapons that include launchers for MBDA MM40 Exocet Block II anti-ship missiles, six (two triple) Eurotorp B515 torpedo launchers, and a 12-cell vertical launch system that can deploy the MBDA VL-MICA surface-to-air missiles.

Finland authorises work to begin on 'Squadron 2020' OPVs

John Pagni, Helsinki - IHS Jane's Navy International
04 October 2016

A computer generated image of the Finnish Navy's future 'Squadron 2020' ('Laivue 2020') offshore patrol vessel. Four will be brought into service, to replace seven ships being withdrawn. Source: Finnish MoD

Key Points
The Finnish defence ministry has authorised the commencement of work on the navy's 'Squadron 2020' future OPVs
The ships are likely to be constructed by local shipbuilder Rauma Marine Constructions

The Finnish Ministry of Defence (MoD) has given its mandate to start work on the 'Squadron 2020' (or 'Laivue 2020') future offshore patrol vessel (OPV) project.

The project will cost about EUR1.2 billion (USD1.35 billion). The MoD has signed agreements with local shipbuilder Rauma Marine Constructions (RMC) with a view to the company being likely to build the four new warships for the navy. These agreements have specified conditions to be met. The whole process (from design to commissioning) will be overseen by the Finnish Defence Forces Logistics Command (FDFLC), as the navy's equipment purchaser.

The FDFLC has stipulated that the vessels must be designed and then built domestically. RMC is the only major Finnish-owned yard that has the capacity to build and maintain surface combatants of the size of the OPVs. As IHS Jane's has previously reported, the new platforms will displace about 2,500 tonnes.

The combat system selection remains undecided, but a tender competition will be opened before 2017. Weaponry for the platforms is likely to focus on mines and missiles, reflecting the equipment make-up of existing Finnish Navy platforms.

The request for information (RfI) issued by the MoD for 'Squadron 2020' attracted responses from more than 80 Finnish and foreign companies.

FDFLC has signed a letter of intent (LoI) with RMC, subject to an independent report by KPMG assessing RMC's ability to fulfill all specified procurement preconditions relating to security and supply in addition to those pertaining to capacity. KPMG will hand over its report to the FDFLC prior to the actual planning contract being awarded.

Captain Veli-Pekka Heinonen, Chief of the Maritime Systems Division at the Joint Systems Center in the FDFLC and responsible for delivery of the 'Squadron 2020' project, told IHS Jane's that, "'Squadron 2020' has high value in the national security of supply.

Bangladesh receives two refurbished Type 035 submarines from China

Ridzwan Rahmat, Singapore - IHS Jane's Defence Weekly
15 November 2016

Key Points
Bangladesh has received two diesel-electric submarines from China
Boats will increase the Bangladesh Navy's presence in Bay of Bengal
The Bangladesh Navy has taken delivery of two refurbished Type 035 (Ming)-class diesel-electric submarines (SSKs) from China, the Bangladesh defence ministry's inter-services public relations directorate (ISPRD) confirmed with IHS Jane's on 15 November.

The boats, which were previously in service with the People's Liberation Army Navy (PLAN) with pennant numbers 356 and 357, were handed over to Bangladesh Navy chief, Admiral Nizamuddin Ahmed, on 14 November at a shipyard in Dalian, China.

The SSKs have since been named Nabajatra, and Joyjatra respectively, said Taposhi Rabeya, a spokeswoman at the ISPRD, in response to questions from IHS Jane's . "The vessels are expected to arrive in Bangladesh either in January or February 2017", she added.

Citing a Dhaka-based news agency, IHS Jane's reported in December 2013 that Bangladesh has acquired the two submarines under a BTD16 billion (USD203 million) contract. The report also noted that Bangladesh is believed to be building a submarine base near Kutubdia Island in preparation for the submarine deliveries.

According to IHS Jane's fighting Ships, the 1,800-tonne Ming class features an overall length of 76 m, and overall beam of 7.6 m and a hull draught of 5.1 m. The platform has a top speed of 18 kt when dived, 15 kt when surfaced, and 10 kt while snorting.

The submarine features eight 533 mm tubes that can deploy the weapons such as the Yu-4 anti-surface heavyweight torpedo, and can carry up to 32 naval mines in lieu of torpedoes. Each boat can accommodate a crew of 57 including 10 officers.

Nabajatra and Joyjatra are scheduled to undergo a series of crew familiarisation exercises over the next few weeks, in preparation for their departures to Bangladesh in early 2017.

STM Fast Attack Craft "FAC-55" About to Sail the World Seas

Innovatively designed, Fast Attack Craft, ‘FAC-55’, was introduced by STM in Qatar and Azerbaijan earlier this year and drew great interest at the IDEAS 2016 Defense Fair in Pakistan. Designed completely in Turkey by STM, FAC-55 impresses with her warfare capabilities…

STM Fast Attack Craft FAC-55

The monohull vessel, FAC-55, designed by STM under the Turkish Naval Forces Fast Attack Craft Project, has made its debut in Pakistan. STM, which implemented the ‘Navy Fleet Replenishment Ship and ‘Submarine Modernization Project’ with the Pakistani Naval Force and has appended its signature to successful projects in brother country Pakistan, has drawn interest from the Pakistani Naval Forces with its new high speed Fast Attack Craft, ‘FAC-55’, which was completely designed nationally, like the MILGEM Corvettes.

Goes beyond 55 knots…

With its capabilities likely Corvettes, the FAC-55’sinnovative design, goes one step further than similar platforms in the World, especially with its superior surface warfare effectiveness..It conforms to international standards with its gas turbine propulsion system and has the features of a mono-hull warship. Reaching speeds beyond 55 knots on the sea, the displacement weight of this new type of fast attack craft is approximately 535 tonnes.

After two years of continuous design work and test results, the FAC-55 has displayed a performance beyond expectations and will be a strong candidate for the Turkish Naval Forces Fast Attack Craft Project in the near future.

While already being the subject of interest in Pakistan, the FAC-55 is also being followed with great interest by other countries.

NavalToday reports the Launch of the sixth and last Offshore Patrol Vessel of the Oaxaca Class, the ARM (Armada Republica Mexicana) Hidalgo, for the Mexican Navy. These ships were designed and built by and for the Mexican Navy, but they would look quite at home painted white with USCG stripes and WMEC hulll numbers. Statistically they are very close to Coast Guard 270s.

The occasion prompted me to take a look at the Mexican Navy. While the Mexican Navy does have six former USN frigates, most of their missions are closer to what we do in the USCG, and most of their ships are offshore patrol vessels. They have 21 ships (soon to be 22 with Hidalgo) in five classes that look an awful lot like WMECs. These ships have evolved over time, with each class an incremental improvement over the previous ships. Only the oldest of these, the Uribe class ships were built in Spain by Navantia, the remaining 17 were built in Mexican Navy shipyards in Tampico and Salina Cruz with the first of the Mexican built ships being commissioned in 1991.

 * For the 2008 fiscal year, the Mexican Congress approved $68 million in funds to build two more Oaxaca-class ships, and pledged an additional $40 million in 2009.
