France and Germany have agreed to progress development of a next-generation combat aircraft, with an announcement on 20 November that both countries are to launch demonstrator design studies next year.

The announcement was made on Twitter by French defence minister Florence Parly, who said the agreement she signed in June with her German counterpart, Ursula von der Leyen, to approve the next-generation combat aircraft project had now been firmed up with a commitment to begin the formal design of aircraft and powerplant demonstrators in 2019.

"In June, France and Germany decided to develop, together, the combat aircraft of the future. [There was a] decisive step today with the agreement to begin the studies of architecture and design and the launch of demonstrators (aircraft and engine) by mid-2019. It's moving!", Parly tweeted.

The June agreement came two months after the project was given the formal go-ahead at the ILA Berlin Airshow in April. Referred to as the New Fighter (NF) or Next-Generation Fighter (NGF), the manned combat aircraft is to be developed to operate in conjunction with a swarm of unmanned 'wingmen' as a next-generation weapon system (NGWS).

This NGWS will form part of a wider future combat air system (FCAS, or Système de Combat Aérien Futur [SCAF]) that will include the European medium-altitude long-endurance (MALE) remotely piloted aircraft system (RPAS); an ultra-low observable (LO) unmanned combat aerial vehicle (UCAV); future cruise missiles; and other legacy airborne platforms operating in the future battlespace.

When the project was approved, it was decided that France and Dassault should be the lead nation for the NF/NGF component, with Germany and Airbus taking charge of the other FCAS systems. According to Reuters, French engine manufacturer Safran is to announce a joint venture with Germany's MTU to develop the aircraft's powerplant.

Speaking at the IQPC International Fighter conference in Berlin the week prior to Parly's pronouncement, senior military sources from both countries as well as Spain, which is set to join the effort later this year, said that they are currently engaged in their own national studies, and that these studies will be coalesced into a single solution over the coming years.

Pois, mas desta vez parece que a pressão é maior, vamos ver o que dá, e se em algum o grupo de Tempest se junta, tenho as minhas duvidas mas nunca se sabe.

Spain is to join the Franco-German effort to develop a next-generation fighter (NGF) aircraft as part of a wider Future Combat Air System (FCAS), the country's Ministry of Defence (MoD) announced on 3 December.

Defence Minister Margarita Robles has submitted a letter to her French and German counterparts, Florence Parly and Ursula von der Leyen, requesting that Spain's request to join the project be formalised in a letter of intent (LOI) or memorandum of understanding (MOU).

Under the project, France, Germany, and now potentially Spain will develop an NGF to fly in partnership with unmanned 'wingmen', with the combination of these two elements comprising the Next-Generation Weapon System (NGWS). This NGWS will be combined with all other air assets in the future operational battlespace to form the FCAS system-of-systems. Spain's initial contribution to the project would amount to approximately EUR25 million (USD28 million) over the next two years.

Robles' declaration for the Franco-German project comes three weeks after Jane's first reported that Spain was considering options for the future replacement of its Boeing F/A-18 Hornet fleet in the 2035-plus timeframe and that it was in discussions with Dassault and Airbus, as well as a UK Team Tempest that includes BAE Systems, Leonardo UK, MBDA, and Rolls-Royce.

As reported at the time, Brigadier General Leon-Antonio Machés Michavila of the Spanish Air Force (Ejército del Aire Español: EdAE) said that the deciding factor as to which team the country would opt for would largely be based on the level of industrial participation being offered. "We want to be partners and not customers," the general said.

While Gen Machés said that Spain was talking to both European parties about future collaboration, a briefing slide he presented showed the country had already decided to be part of the Franco-German project rather than the UK one.

At the same time as the signing, the NGF and RC mock-ups were officially unveiled by French President Emmanuel Macron. With Dassault CEO Eric Trappier and Airbus Defence and Space CEO Dirk Hoke also in attendance at the event, the two companies announced that they had submitted their industrial bids to their respective governments and that they anticipated the launch of the demonstrator phase of the project in the fourth quarter of this year.

Quando vejo este tipo de projectos europeus de caças de 6ª geração, pergunto-me... não seria do nosso interesse entrar ou pelo menos estar atento a estes projectos?
Ora... em vez de irmos a correr atrás do F-35... aguentávamos um pouco mais os F-16, modernizando-os para a versão V (eventualmente adquirindo células novas), e assim seguir de perto, e com investimento e envolvimento de empresas nacionais, um destes programas. É que calculo que dificilmente os americanos desenvolvendo também um caça de 6ª geração, se ponham a vendê-lo assim à toa, à semelhança do F-22, portanto havendo oportunidade de estar na linha da frente da aviação de caça, parece-me uma ideia a ter em conta.

PS: Se calhar puxo esta temática para o tópico da substituição dos F-16...

Eu não estou nada confiante neste projecto por vários motivos:

1º O projeto nasce da necessidade política de contrariar/ameaçar o EUA em relação a defesa Europeia, pois os Europeus (Franceses e Alemães) estão a depender muito da tecnologia América ao nível da defesa (ex: F-35), ficando os EUA com o controlo sobre quem e em que modos tem acesso a tecnologia 5g

2º Este projeto deriva de um projeto que a Airbus já andava a desenvolver e a tentar vender

3º Estamos a falar de um avião de 6º geração, que ninguém ainda sabe bem o que isso representa.

4º Não temos experiência em desenvolvimento de aviões de 5º geração, quanto mais de 6º, os EUA, e Russia com a experiência que tem já andam com dificuldades em acertar, imaginem nós

5º Será que depois não voltamos aos problemas de definições de características em relação ao avião, volte a acontecer o mesmo que aconteceu ao eurofigther?

6º Imaginando que conseguimos ter uma produção em serie, a que custo um avião destes vai ter por unidade? e o custo final do desenvolvimento, e o custo de operação,...

Acho muitos problemas para nesta fase Portugal meter-se em tal aventura. E tenho sérias duvidas sobre a viabilidade do projecto

Os Alemães e Franceses vão acabar por ir cada um às suas vidas porque enquanto que uns só vendem a quem querem, os segundos só não vendem a quem não quer...

Mesmo assim, o projecto inicial servirá como base para os caças de cada nação, bem como de quem entrar no projecto. Os Espanhóis provavelmente continuaram com os Franceses, vamos ver quem mais vai entrar.

Mais uma vez os franceses querem sabotar o projeto de caça europeu.

Como é que desenvolver um caça que também possa operar de um PA, é sabotar o projecto? Todos sabiam à partida que isso iria acontecer, já que os Franceses têm um PA e continuaram a tê-lo no futuro.

E o Rafale não deixou de ser um excelente caça por causa disso.
O Eurofighter foi mais politico que outra coisa, quando olhamos para os 2 excelentes projectos europeus que se conseguiram, talvez ainda fosse melhor se a França nunca tivesse saído.

Custos e atrasos, a saída dos franceses do projeto do EuroFighter foi devido a recusa dos outros parceiros em desenvolver uma versão naval visto que nenhum dos outros parceiros tinha necessidade de ter um avião CATOBAR.

Mas como desta vez vão ser os franceses a desenvolver o avião e este basicamente vai ser um Rafale F5, torna mais fácil criar uma versão CATOBAR.

Commentators described the original MOU as Sweden having joined the Tempest fighter that is part of the wider FCAS project, and this latest announcement as a firming-up of that earlier commitment. However, it should be noted that Hultqvist was keen to dispel any notion of Sweden having signed-up to Tempest at the original MOU signing, and the word ‘Tempest’ is completely absent from Saab’s latest statement.

Provavelmente a Saab vai desenvolver um avião próprio, mas com base no desenvolvimento conjunto com o UK.
