US admiral says does not think Russian bomber’s passage provocative

WASHINGTON, February 13 (Itar-Tass) – Passage of a Russian strategic bomber Tupolev-95 over the U.S. aircraft carrier Nimitz in the Pacific February 9 was did not pursue any provocative goals, Admiral Gary Roughead, the Chief of Naval Operations told a news briefing Tuesday.
When reporters asked him if he could agree with descriptions of the incident that had been made by some members of U.S. Congress, Adm. Roughead said he did not think so and the strategic bomber’s passage over the U.S. supercarrier testified to the revival of the Russian Navy.
Adm. Roughead recalled that Russia recently sent several combat ships to the Mediterranean and all of this generally made up the pattern of revival of a fleet destined to become a global one.
Patrolling of airspace over the oceans by Soviet military jets was quite common in previous decades, he indicated, adding that the Russians have stepped up the frequency of flights in the past few weeks.
The U.S. naval command knew that the Tupolev-95 was approaching the Nimitz, and it issued an order to fighter jets to take off and to escort the Russian bomber, Adm. Roughead said.
As the bomber was passing over the Nimitz at the altitude of 610 meters, the officers and personnel acted strictly as they had been taught to act, he said.
A statement that the passage was a provocation was made Tuesday by Senator Bill Nelson, who asked the Vice Chairman of the Joint Chiefs of Staff, General James Cartwright to assess the incident.
The general, who was taking part in hearings on the U.S. defense budget, said on his part that the incident involving the Russian strategic bomber had occurred in international waters, but he added that the U.S. top military were trying to understand the message that someone had sent them this way.
Gen Cartwright indicated that the military were concerned about whether this might be a token of a return to the mentality of the Cold War era.
Also Tuesday, the chief press officer of the U.S. Department of State, Sean McCormack said the Bush Administration did not view the Tupolev-95’ passage as a threat to U.S. national security and did not make any demarches in connection with it.

"Portugal civilizou a Ásia, a África e a América. Falta civilizar a Europa"

Acidente em submarino russo.

Fonte: CNN.

Russia: Fire system poisoned 20 killed on sub

MOSCOW, Russia (AP) -- The fire safety system on a new Russian nuclear-powered submarine malfunctioned on a test run in the Sea of Japan, spewing chemicals that killed at least 20 people and injured 21 others, officials said Sunday.

It was Russia's worst naval accident since torpedo explosions sank another nuclear-powered submarine, the Kursk, in the Barents Sea in 2000, killing all 118 seamen aboard.

The victims died of poisoning from Freon gas that was released Saturday when the fire-extinguishing system accidentally turned on, said Sergei Markin, an official with Russia's top investigative agency.

His agency has launched a probe into the accident, which Markin said will focus on what activated the firefighting system. He suggested there could be possible violations of operating rules, which points to human error.

The submarine itself was not damaged and traveled back to its base on Russia's Pacific coast under its own power Sunday, Russian navy spokesman Capt. Igor Dygalo said.

The nuclear reactor that powers the sub was operating normally and radiation levels in the sub were also normal, Dygalo said.

The submarine returned to Bolshoi Kamen, a military shipyard and a navy base near Vladivostok, state-run Rossiya television said.

Dygalo said the deaths and injuries were due to the "unsanctioned activation" of the firefighting system in the two sections of the submarine closest to the bow.

Seventeen civilians and three seamen died in the accident and 21 others were hospitalized after being evacuated to a destroyer that brought them to shore, Markin said in a statement, revising earlier casualty figures.

Dygalo said the submarine had 208 people aboard, including 81 servicemen, and was to be commissioned by the navy later this year.

Officials did not reveal the name of the submarine, but Russian news agencies quoted officials at the Amur Shipbuilding Factory saying the submarine was built there and is called the Nerpa.

Construction of the Nerpa, an Akula II class attack submarine, started in 1991 but was suspended for years because of a shortage of funding, they said. Testing on the submarine began last month and it submerged for the first time last week.

First Deputy Defense Minister Alexander Kolmakov and navy chief Adm. Vladimir Vysotsky were heading for the Pacific Coast in the wake of the accident, Dygalo said.

Saturday's accident came as the Kremlin is seeking to restore Russia's naval reach, part of a drive to show off the nuclear-armed country's clout amid strained ties with the West. A naval squadron is headed to Venezuela for joint exercises this month in a show of force near U.S. waters.

Despite a major boost in military spending during Vladimir Putin's eight years as president, Russia's military is still hampered by decrepit infrastructure, aging weapons and problems with corruption and incompetence.

The Kremlin said President Dmitry Medvedev was told about the accident immediately and ordered a thorough investigation.

Putin, now prime minister, was criticized for his slow response to the Kursk disaster.

In 2003, 11 people also died when a Russian submarine that was being taken out of service sank in the Barents Sea.

Nerpa para marinha russa
« Responder #133 em: Novembro 27, 2008, 06:22:55 pm »
The Russian Navy will commission the Nerpa nuclear submarine, on which 20 people recently died, rather than sell or lease it to India, the chief of the General Staff told a Russian daily on Tuesday.

On November 8, while the submarine was undergoing sea trials in the Sea of Japan, a crew member is believed to have entered the wrong data into the temperature sensor, which caused the fire safety system to release Freon gas into the living quarters.

"The sum of $650-780 million, which Rosoboronexport and the Amur Shipbuilding Plant had negotiated over a long period of time with the Indian Ministry of Defense, will now be found in Russia, either within the state weapons procurement program or somewhere else," the Rossiiskaya Gazeta quoted General of the Army Nikolai Makarov as saying.

The construction of the Akula II class Nerpa nuclear attack submarine started in 1991, but was suspended for over a decade due to a lack of funding.

Indian media have reported on various occasions that the construction of the submarine was partially financed by the Indian government. India has reportedly paid $650 million for a 10-year lease of the 12,000-ton submarine.

The submarine's reactor was not affected by the accident, which took place in the nose of the submarine, and radiation levels on board remained normal.

The Navy earlier said the sea trials of the submarine would continue after the investigation into the recent tragedy and certain technical adjustments in the fire safety system.

Nerpa will reportedly join other seven Akula class submarines in Russia's Pacific Fleet.

Akula II class vessels are considered the quietest and deadliest of all Russian nuclear-powered attack submarines.
