Reports: HMS Ocean offered for sale to Brazilian Navy

The UK Ministry of Defence has offered amphibious assault ship HMS Ocean for sale to the Brazilian Navy, the media in the South American country wrote.

The UK Defence Journal first noted the reports which said the price of the helicopter carrier was deemed “reasonable” by Brazilian officials.

Following up on the reports, the publication contacted persons currently aboard HMS Ocean and received a confirmation that rumors of sale do exist while there were no further talks on which navy that could be.

HMS Ocean is the current fleet flagship of the Royal Navy and is set to be decommissioned in 2018, after the Royal Navy’s first Queen Elizabeth-class aircraft carrier enters service.

Commissioned in October 1995, the 202-meter long HMS Ocean replaced HMS Bulwark as fleet flagship in June 2015. In her role as a helicopter carrier and amphibious assault ship, Ocean is designed to deliver troops by helicopter or by landing craft.

The rumors follow a recent Brazilian Navy decision to decommission their only aircraft carrier BNS Sao Paulo (A 12) after it was determined that cost of returning the aircraft carrier to an operational status was too high.

After several attempts to improve the ship’s operational capacity failed in previous years, the navy reasoned that a modernization procedure would necessitate heavy investment without a guarantee of operational improvement.

BNS Sao Paulo, formerly known as Clemencau-class FS Foch, was a conventionally-powered aircraft carrier built for the French Navy in 1959. By acquiring the ship in 2000, Brazil became the only country in South America to operate an aircraft carrier.

The service is on track to operationalise its first UAV-capable patrol vessel in 2017
The Malaysian Maritime Enforcement Agency (MMEA) has conducted at-sea trials of the Thales Fulmar fixed-wing unmanned aerial vehicle (UAV) from the first of its New Generation Patrol Craft (NGPC), a service official confirmed with Jane's on 20 April.

The trials, which were conducted from KM Bagan Datuk (4541), took place over a period of about two weeks in early April 2017. Procedures that were conducted in the trials included launching and recovering the UAV under various ship operational conditions and wind speed, and training its crew in procedures to retrieve the UAV from the water should there be a failure in onboard recovery efforts.

The NGPC platform features a 3.5 m by 0.5 m catapult based launcher, situated just behind the position of its primary weapon - the SMASH 30 mm remote controlled stabilised naval gun system from Turkish defence company Aselsan. To retrieve the fixed wing UAV under normal operating conditions, the NGPC utilises a net-based impact-absorbing system deployed on the deck behind the bridge.

The Fulmar UAV features a wingspan of 3 m and a length of 1.2 m. It can operate at altitudes of up to 4,000 m (13,000 ft), and can carry a payload of up to 8 kg. According a Thales España official who spoke to Jane's at the DSA 2016 exhibition in Kuala Lumpur, the Fulmar UAV in MMEA configuration will each carry one high-resolution video camera that allows for automatic target tracking via operator consoles located either onboard the ship, or in a ground control station.

The MMEA is currently in the process of receiving six new 44 m NGPCs from Malaysian company Desini Shipbuilding.

The Egyptian Ministry of Defence (MoD) announced on 19 April that the first of its Type 209/1400 diesel-electric attack submarines had arrived from Germany. In the process it revealed that a new covered submarine shelter has been constructed at the main naval base in Alexandria.

Named S 41 (861), the submarine was built by ThyssenKrupp Marine Systems (TKMS) at its Kiel yard in Germany.

TKMS revealed that Egypt had ordered four Type 209/1400s when the first was launched in December 2015. The submarine was formally handed over to Egypt on 12 December 2016 and spotted transiting the Kiel Canal on 28 March.

Taipei, 13 de maio — Duas fragatas de mísseis guiados da classe “Oliver Hazard Perry” (OHP) compradas por Taiwan dos Estados Unidos chegaram a Kaohsiung no dia 13 de maio, uma aquisição que a Marinha de Taiwan espera aumentar sua capacidade antissubmarino.

Arvorando bandeiras nacionais da República da China, as duas fragatas manobradas por tripulações taiwanesas navegaram lentamente no porto militar de Zuoying, na cidade do sul, por volta das 9:30 da manhã, onde uma cerimônia de boas vindas foi realizada pelos militares.

Uma cerimônia de comissionamento está prevista para julho de 2018, de acordo com fontes militares.

Os navios, construídos nos EUA na década de 1980 e rebatizados por Taiwan como “Ming Chuan” e “Feng Chia”, irão se juntar à 146ª frota da Marinha baseada na ilha periférica de Penghu e serão responsáveis ​​pelo patrulhamento do Estreito de Taiwan.

As fragatas de classe Perry têm alta mobilidade e estão equipadas com o sistema de combate de guerra submarina SQQ-89 e o sistema de sonar SQR-19, os quais dizem reforçarão as capacidades antissubmarino da Marinha de Taiwan.

O então presidente Barack Obama assinou um projeto de lei em dezembro de 2014 que autorizou a venda de quatro fragatas de classe Perry à Taiwan. Taipei orçou em cerca de NT$ 5,5 bilhões (US$ 174,8 milhões) a compra de dois dos navios, anteriormente USS Taylor (FFG-50) e USS Gary (FFG-51) da Marinha dos EUA.

Uma rápida acumulação de submarinos no Pacífico Ocidental está alimentando a demanda asiática por embarcações com tecnologia avançada, dizem grupos de defesa.

O número de submarinos na região deverá aumentar de 200 para 250 em oito anos, de acordo com o Ministério da Defesa de Cingapura, que alertou esta semana de um risco crescente de “erros de cálculo no mar”.

Navios silenciosos com poder de fogo de longo alcance representam um desafio para os planejadores que buscam manter as vias marítimas asiáticas abertas, disseram fabricantes e analistas reunidos em uma exposição de defesa marítima em Cingapura.

“A região está crescendo em capacidade de submarinos mais rapidamente do que em qualquer outro lugar do planeta no momento”, disse Brett Reed, responsável pelas vendas de defesa do Sudeste Asiático da Austal, construtor australiano. “As marinhas [asiáticas] querem ser capazes de buscar, detectar e rastrear submarinos”.

UDT Europe 2017: Next-gen submarines on the horizon

 The German Navy currently operates a fleet of U212A submarines but the service is now looking towards its next-generation of underwater craft.

 The navy plans to add two submarines to its fleet that will fall under a new class of submarine, the U212 common design.

 Various research and development projects are currently underway with a view to having the first submarine in 2025, according to Cpt Joachim Brune of the Germany Navy, speaking at UDT Europe in Bremen.

 Brune outlined some of the ongoing efforts for the ongoing common design project, including new torpedoes, new battery technology and 3D anti-submarine warfare (ASW) technology.

 The current U212As were manufactured by Thyssenkrupp.

 The new design will have the same degree of automation as the current 212 platforms, the pursuit of increased automation is however aiming to reduce the number of crew required on the U212A which stands at 29.

 An Interactive Defence and Attack System for Submarines will be integrated into the new design for defence against ASW helicopters and there is a desire to bring mine countermeasure capabilities on board the U212CD which were lost when the Type 206 submarine left service.

 New lithium-ion battery technology will also be integrated which will provide more power with less maintenance.

 This technology development extends to Germany’s partner nations, including Norway and Italy the latter of which operates U212As.

In March 2017 Italy and Germany signed a memorandum of understanding to further extend their cooperation on submarine technology. The two nations have a long standing history of cooperation with the U212A programme, the Italian Navy currently operates four U212A Todaro-class submarines.

Italy is looking at the 2020 timeframe for new submarines.

 Speaking at UDT Europe, Cpt Maurizio Cannarozzo, a submarine programme officer with the Italian MoD, said ‘2020 is near so now is not the time to bet, it is the time to renew and upgrade.’

Italy is embarking on a New Future Submarine (NFS) programme which will look into various future technologies.

 NFS will see the renewal of the Sauro class submarines, currently operated by the Italian Navy, with a one to one substitution with an estimated delivery time for the first two vessels in 2025-26.

 Cannarozzo highlighted the Far Seas Project which was launched in 2010 and will provide new generation batteries for future submariners.

 The preliminary cell tests for the Far Seas Project have been complete and the development is now in the advance stages with an estimated 18 months to complete functional prototypes.

 Other technology improvements for the NFS include new coating materials, reduced fuel consumption, increased endurance, new optronic capabilities and the addition of unmanned vessels, AUV and UUVs.

In what has been described as an unconventional move, Egypt is using the Avenger self-propelled surface-to-air missile system to protect its assault ships.

The system is designed to be a mobile, short-range air defence protection system for ground units against cruise missiles, unmanned aerial vehicles, low-flying fixed-wing aircraft and helicopters. It is not designed for naval use.

Oddly, the class also carry their former Russian armament int he form of 3M-47 Ghibka surface-to-air missile turrets.

in 2015, Egypt and France agreed a deal for Egypt to acquire two Mistral class vessels originally built for Russia for roughly 950 million euros, including the costs of training Egyptian crews.

Speaking on RMC Radio, Jean-Yves Le Drian, French Defence Minister at the time, said that Egypt had paid the whole price for the helicopter carriers. Egypt also purchased the Russian helicopters that were planned for the ships.

Egypt operates two ships of this class, the Gamal Abdel Nasser (ex-Vladivostok) and Anwar El Sadat (ex-Sevastopol).

Sri Lanka Navy commissions offshore patrol vessel SLNS Sayurala



The Sri Lankan Navy commissioned SLNS Sayurala, the first of two offshore patrol vessel, in a ceremony at Colombo naval base on August 2.

Sayurala was built by Indian shipbuilder Goa Shipyards Limited under a US$ 155 million contract and is the largest vessels the Sri Lanka has operated.

The vessel was delivered to Sri Lanka by the shipbuilder on July 22.

The advance offshore patrol vessels are 105.7 meters long and displace 2350 tons. They have accommodation facilities for 18 officers and 100 sailors. The ships’ endurance is 4,500 nautical miles according to the Sri Lanka Navy.

The AOPVs are based on the Indian Coast Guard’s Samarth-class offshore patrol vessels.

Qatar signs €5 billion warship deal amid sanctions row

A €5 billion deal between Italy and Qatar for the construction of seven navy vessels is now official following an announcement made by Qatar’s foreign minister on Wednesday.

“I am pleased to announce the conclusion of a deal between the Qatari Emiri Naval Forces to buy seven naval units from Italy in the context of the joint military cooperation between the two countries,” regional media quoted Qatari foreign minister Sheikh Mohammed bin Abdulrahman Al Thani as saying.

 

While the confirmation of the deal comes amid a row between Qatar and its Gulf neighbors Saudi Arabia, Egypt, the United Arab Emirates (UAE) and Bahrain, warship construction talks between Qatar and Italy began in 2016.

Back in June 2016, Italian shipbuilder Fincantieri announced it would be building the warships for the Qatari Ministry of Defence with the only difference being the stated price. In 2016, Fincantieri said the deal was worth approx. 4 billion euros while Qatar’s foreign minister said the deal was worth 5 billion.

Seven surface vessels, of which four corvettes of over 100 meters in length, one amphibious vessel (LPD – Landing Platform Dock), and two patrol vessels (OPV – Offshore Patrol Vessel) are to be built under this contract.

Support services in Qatar for further 15 years after the delivery of the vessels are also included.

Fincantieri said all the units will be entirely built in Italian shipyards starting from 2018, and will take at least six years to complete.

Italian companies Leonardo-Finmeccanica and MBDA are also involved in the Qatari contract and will be responsible for the supply of the new naval units’ combat systems.

Leonardo-Finmeccanica will deliver main radars and on-board sensors and defence sub-systems, including 76/62 medium calibre and 30mm small calibre weapon systems, the anti-torpedo protection system and the Thesan mine avoidance sonar which is installed at the bow of the surface units.

MBDA will work on delivering the vessel’s missile systems.
