Parece-me um projecto bastante interessante...

France, Italy agree on vessel design and propulsion for multimission frigates

Ship Sets

Approval of the basic definition for a giant Franco-Italian frigate program is expected to lead to formal launch of the undertaking later this year.

French armaments agency DGA reported last week that the two countries had come to agreement on a common vessel and propulsion system architecture for 27 multimission frigates--17 for France and 10 for Italy. The ships will be built in two configurations, for land attack and antisurface/antisubmarine warfare missions.

A green light for the 8-12-billion-euro ($10-15-billion) program, an important element in NATO's and Europe's ambitions for out-of-theater operations, has been held up for 18 months by disagreement on requirements, vessel size and funding (AW&ST Nov. 11, 2002, p. 48). In particular, France has been pushing for a public-private financing scheme that would enable delivery of more ships in the first years of the program.

The frigates will have a displacement of 5,500 metric tons, somewhat smaller than the 6,700-ton Horizon frigates currently being deployed by the two nations--and be powered by a gas turbine. The design initially called for vessels 140 meters (460 ft.) long weighing 6,000 tons, with a 6,000-naut-mi. range. The current project calls for a hull length of 128 meters at the waterline and a maximum width of 18.5 meters.

The ships will feature a combined propulsion system, with a single gas turbine and diesel engines driving electric motors. Top speed will be 27.5 kt., and economic cruise, 16 kt.

Agreement on ship and propulsion definition has also allowed the two partners to come close to agreement on unit cost, Italian officials said. Initially, France wanted a price cap of 250 million euros per ship, excluding non-recurring costs, against a 380-400-million-euro target for Italy.

Definition of a common combat system for the primary missions remains to be nailed down. Three different proposals are being considered, and a three-day conference is scheduled this month to decide which one to adopt. A few technical issues, such as sensor and weapon system design, are also still unresolved.

The DGA said the intention of the two governments is to sign off on a full-scale development and production contract at the Euronaval exhibit here in Paris in October, so that the first vessels can enter service as scheduled by 2008.

Among the weapons earmarked for the frigates are the SAAM air defense system, upgraded Exocet 3 (French version) and Teseo 2 (Italian version) antiship missiles, MU 90 torpedos and 76-mm. guns. The SAAM will initially be equipped with short-range Aster 15 missiles, but may later carry longer range Aster 30 interceptors as well. The French Navy will also be fitted with the new naval version of the Scalp cruise missile, currently under development.

Italy is partnered with France in SAAM and MU 90, but not yet in the naval Scalp program. Italy is also considering a Tomahawk buy. For this reason, the Italian ships will be fitted to accept both a 16-cell European Sylver A70 vertical launcher, designed to fire the Aster, or the U.S. Mk.41.

The ships will also be sized to carry two NH 90 helicopters and/or UAVs. However, deck size and strength is sufficient for the larger EH101 helicopter as well.

Reported than FREMM's will have Sylver A43's and the Horizons will have A50's. In addition the French would like the FREMM's to be fitted with A70's for SCALPs. Lockheed would like at least the Italians to go for Mk41's so the fight is on. The Brits are looking at either a mixed set of A50's plus Mk 41's or all Mk 41's for the 2nd batch of T-45's.

Which is probably why the missile now needs Sylver A70. When originally announced, with the much shorter range, I'm fairly certain that it was claimed that Naval SCALP would fit the existing A50 launchers.
